Yes — only through a licensed Employer of Record (EOR) that employs staff on your behalf. Direct "consultancy contracts" with core staff fail Chinese labor-law tests and create back-tax exposure. From ~$150-300/employee/month plus gross salary.
The EOR carries the employment contracts, social insurance, IIT withholding and fapiao to you; you keep day-to-day direction. When the team or revenue justifies it, a WFOE takes the employees over with service continuity (the EOR-to-WFOE transfer is standard). Note: EOR staff cannot be claimed as your entity's headcount for licenses that require employees of record — and work permits for foreigners still need proper sponsorship paths.
